Islam has sought to avoid being wanted for war, through a very high complexity. The foundation of the war actually exposed themselves by Allah Ta'ala. Namely, because the Muslims have been very abused, and to those imposed various kinds of suffering, therefore it is Allah ta'ala allow them to fight those people. Because if not demikianseandainya that there is no envy of hostilities, then that should be ordered is that Muslims make war to spread religion. But exactly who ordered is: "old ikrooha fiddiiin" (Sura 2:257) that is no compulsion in religion.
And when cruelty and maltreatment of the transgressors committed against Muslims, it is then ordered to fight.
